Relating to declaring it to be against the public policy of the State of Texas for any official or group of officials of the State, or of a County, City, Municipality or any other political subdivision of the State to enter into a collective bargaining agreement with any labor organization respecting the wages, hours, or conditions of employment of public employees; providing a severability clause.
