Relating to amending certain Statutes to allow any commissioned officer in the Armed Forces of the United States of America, or the Auxiliaries thereof, or any Commissioned Officer in the Armed Force Reserve of the United States of America, or any Auxiliary thereto outside of the United States to administer oaths, affidavits or affirmations to any members of the Armed Forces of the United States, or any Auxiliary thereof without the territorial confines of the United States, and to give a certificate of the fact.
