Relating to amending certain Article of the Revised Civil Statutes relating to the assessed value of property for tax purposes; adding a clause providing that whenever the District or Appellate Court in any cause before it shall find that any assessment heretofore or hereafter made, or attempted to be made against any property subject to any form of taxation in this State, is void or voidable because of discrimination.
