Relating to repealing such parts of certain Article of the Penal Code of Texas as permits an inspector of the Highway Department to require any driver operator to unload immediately upon the inspecting such portion of the load as may be necessary to decrease the gross weight of such vehicle to a maximum gross weight specified by this Article.
