Relating to exempting the State of Texas, any county in the State, any State department or the head of any State department and corporations created and/or to be created by or under authority of any Act of Congress of the United States of America as a national relief organization from giving security for costs or the posting of bond or bonds in securing any extraordinary writs in any action brought in their official capacity in the courts of this State.
