Relating to amending certain statute relating to an appropriation for $15,000 for the Valley Conservation and Reclamation District, by providing that it shall be at once paid over to said district out of the General Fund not otherwise appropriated and to be expended by said district and used by it for defraying the expenses of making engineering surveys, plans, specifications, and other necessary and proper expenses incidental to the negotiations for securing aid from governmental bodies.
