Relating to providing that passenger trains, carrying troops of the Organized Militia, the National Guard, and trains handling troops and equipment of the United States Government, shall be permitted to place baggage cars and other cars carrying troop train equipment and military supplies within the train, in such manner as may be directed the military authorities.
