Relating to preventing the owners of lands facing the waters of any bay in Texas from fencing up established roads or highways leading to oyster beds or fishing grounds along said bays, providing gates on said roads for the use of the general public, allowing the county commissioners or individuals at their election to build at their own expense automatic swinging gates and cattle-guards for automobiles on said roads at the crossing of fences on said roads, providing a fine for not complying with the provisions of this Act.
