Relating to providing that Section 90 of the Irrigation Act of Thirty-third Legislature prohibiting the permitting of Johnson grass and Russian thistle going to seed upon reservoirs, ditches, etc., shall have no application to cases of land or ditches located in certain counties, in which the land abutting on such reservoir, ditch, etc., is owned and cultivated by the person, association or corporation owning or operating such reservoir, ditch, etc.
