Relating to creating the Lower Rio Grande Commission of the State of Texas, providing for a Commission to be composed of three (3) members, to be appointed by the Governor, with the advice and consent of the Senate, setting out their qualifications, tenure, organization, salary and duties, making provisions for appointment of a secretary, hydrographers, engineers, lawyers and other employees to aid in the accomplishment of the purposes of the Commission; requiring records, minutes and accounts to be kept, designating and defining certain waters as being the property of the State of Texas and over which the Commission shall exercise jurisdiction; providing for the Commission to make all rule necessary for its government and proceedings, providing for the establishment and maintenance of an office, providing that it shall be the duty of the Commission to administer, manage and control the distribution of the defined waters in and below the International Reservoir highest upstream now and hereafter constructed to those persons, firms, associations, public and private corporations and other water users entitled to share in beneficial uses of the waters of the Rio Grande in accordance with the laws of the State of Texas.
