Relating to the continuation, operation, personnel, powers, and duties of the Office of Consumer Credit Commissioner and to its regulatory responsibility concerning pawnshops and certain lenders, to credit card transactions, lender credit card agreements, and merchant discounts, to powers and duties of the Consumer Credit Commissioner, to quarterly and annualized interest ceilings, to limitations and selling or leasing of on certain open-end account credit agreements, to computations of ending balances, to the Consumer Credit Commissioner expense fund, and to creditors' disclosure requirements and fees.
