Requesting the State Board of Control to cooperate with the City of Austin in the development of plans and specifications for beautification of Congress Avenue along the north side of Eleventh Street when such plans involve state-owned real property, and authorizing the City of Austin to proceed with the implementation of those plans and specifications if and when the hoard is satisfied that the proposed beautification will be in keeping with the aesthetic tone created by the existing Capitol structures and that those structures will not be harmed or damaged in any way.
