Relating to the effetive implementation of the voting rights of all qualified citizens of the state, and relating to the conduct of elections and procedures and matters incidental to the holding of elections in this state; defining certain conduct as offenses and prescribing criminal penalties; relating to the responsibilities of the chief elections officer of the state and inspectors appointed by him; relating to opening and closing times of the polls and procedures incidental thereto; relating to duties and privileges of watchers and making certain interference with a watcher a crime; relating to qualifications and residence requirements for voting and procedures for insuring that qualified voters be allowed to vote; forbidding discrimination in deputizing persons to register voters; relating to an election officer or any assistant divulging the vote of any voter; relating to illegal voting; relating to instigating illegal voting.
