To impose the local sales and use tax at the rate of two percent (2%) in all cities, towns and villages which may hereafter adopt such tax; to increase the rate of local sales and use tax from one percent (1%) to two percent (2%) in all cities, towns and villages which have heretofore adopted such tax, and providing an effective date for such increase; repealing all laws and parts of laws in conflict with this Act; providing for severability.
