Amending the Insurance Code to permit investment of surplus funds over and above the greater of either (a) ten per cent of admitted assets as determined from latest annual statement on file with the State Board of Insurance or (b)the minimum capital and surplus requirements for incorporating a life insurance company under Chapter 3, Insurance Code, as amended, in the capital stock, bonds and other obligations of any one or more solvent corporations.
