To establish a pilot program to explore needs for new technology and problem solving approaches, identify opportunities arisin from new developments in science and technology which have potential benefits for the State and its citizens and facilitate initiation of demonstration projects to the extent practicable to be conducted by the Governor's office of the State of Texas with assistance from the Joint Council on State-University Relations and other organizations and individuals as appropriate.
