Relating to amending certain articles of the Code of Criminal Procedures relating to waiver of rights, juries in felony cases, neglect of duty, identification of witnesses, writs of habeas corpus, arrest for offense within view, arrest by peace officers without warrant, execution of warrants, defining duties of arresting officer and magistrate, conducting of Courts of Inquiry by county and district judges, rights of witnesses, testimony of witnesses, and payment of costs of conducting Courts of Inquiry; repealing a certain Article; saving confessions made prior to the effective date of the Act.
