Relating to making it unlawful to employ anyone to sell liquor who is under the age of 21 years, to sell any liquor or beer to any person under 21 years of age, or to any intoxicated person or habitual drunkard, or to any insane person, and requiring proof of age and identity and providing penalties for violations, etc.
