Relating to establishing alternate registration systems in the event (1) that the poll tax as a prerequisite for voting is invalidated by court action, or (2) that the poll tax as a prerequisite for voting is invalidated by constitutional amendment or a constitutional amendment is passed in addition to court invalidation, and making other provisions necessary or in aid of such registration systems; providing for a temporary period of registration in the year 1966 and providing conditions for voting after such registration.
