Relating to amending statutes relating to appeals from orders of the advisory board of the State Department of Public Welfare, providing that the hearing shall be held in the county of the residence of such person desiring a hearing; relating to suits filed as a result of final action of revocation or denial of a license by the State Department of Public Welfare, so as not to change jurisdiction and venue on such suits.
