Relating to proposing a constitutional amendment to provide for the date of commencement and date of expiration of the terms of office of Members of the House of Representatives, and to provide for a special assembly of Members-elect of the House of Representatives for the purpose of taking the oath of office and electing the Speaker and providing that no Special Session of the Legislature shall be convened during the period of time after the General Election until the following December 1st; providing for the necessary proclamation and publication.
