Relating to providing a minimum differential of ten per cent (10%) in base salary of firemen and policemen between job classifications; providing penalties for the failure or refusal of city officials to appoint the officers provided for in said Act or for the failure or refusal to put said Act into operation or for obstruction of the operation and enforcement of said Act.
