Relating to authorizing cities of more than ten thousand (10,000) inhabitants, according to the last preceding federal census to adopt a program whereby upon consent of any fireman or policeman a stipulated amount will be withheld from his monthly salary or wages to be forwarded to this bona fide employee's association in payment of membership dues; providing penalties for violation.
