Relating to providing for the abolishment of the position of County Superintendent of Public Instruction in any county having a population of six hundred thousand (600,000) or more according to the last preceding Federal Census, and having two (2) or more common school districts, upon a majority vote of the qualified voters of the county at the General Election in November, 1964.
