Relating to amending a certain Statute to provide that the sale, transportation, or delivery of natural gas for certain agricultural purposes or uses or for household use in farm houses shall not alone constitute a person, association, private corporation, trustee, receiver or partnership a "gas utility", "public utility", or "utility", and providing an exemption from rate regulation of such activity by the Railroad Commission under certain circumstances.
