Relating to amending a certain Statute; relating to protected assignments of accounts receivable; to change the definition of "account" or "account receivable" by deleting the provision therein with reference to sums of money accruing to a contractor for labor performed or material furnished on any public or private construction contract, and substituting therefor a provision excluding from the said definition an assignment to a surety company by such contractor in the application for a surety bond.
