Relating to providing that Articles 1667 through 1676b, inclusive, Vernon's Texas Civil Statutues, as amended, shall have no application to any water control and improvement district, fresh water supply district, navigation district, drainage district or other conservation district heretofore or hereafter created in Galveston County.
