Relating to amending Article 214, Code of Criminal Procedure of Texas, by authorizing any peace officer to arrest, without a warrant, persons found in suspicious places or under circumstances which reasonably show that such persons have been guilty of some felony, breach of the peace, or violation of law, or threaten or about to commit some offense against the laws.
