Proposing an amendment providing that all revenue hereafter realized from the lands and mineral rights belonging to the permanent school fund, as oil, gas, and other mineral prospecting permit fees and rentals, lease bonuses, lease rentals and 72.5% of all production royalties shall constitute a part of the available school fund and 27.5% of such royalties hereafter realized shall constitute a part of the permanent school fund.
