Relating to adult probation and parole; providing that probated sentences may be granted in all felony cases; providing that juries in the trial of all criminal felony cases on a plea of guilty or not guilty may recommend probation of any sentence in such felony criminal action where the defendant has not theretofore been convicted of a felony in this or any other state.
