Proposing an amendment to the Constitution of Texas dedicating to the support of the educational system of the State all future taxes not levied on January 1, 1958, which are levied as a direct tax on consumers or as a tax based on selling price or volume of sales, with the exception of gross production taxes on natural resources and taxes on motor fuels and lubricants used to propel motor vehicles over public roadways.
