Relating to creating a conservation and reclamation district comprising the territory contained within the Cities of Seymour, Knox City, Munday, Goree, Haskell, Rule and Rochester, to be known as the "North Central Texas Municipal Water Authority," for the purposes of providing source of water supply for municipal, domestic, industrial, and mining uses and processing and transporting the same.
