Relating to requiring every manufacturer, distributor, wholesale dealer or retail dealer authorized to do business in the State of Texas who sells or offers to sell any new tire to be used on any motor vehicle to guarantee the person, firm, corporation, association or business enterprise to whom such tire is sold against defective material or workmanship; providing penalties.
