Relating to providing for the sale by the State to the City of Port Arthur, Texas, a municipal corporation, and its assigns, a certain tract or area of land situated in Jefferson County, Texas, same being Riparian lands constituting a part of the former bed of Sabine Lake, retaining to the State all mineral rights therein.
