Proposing an Amendment to the Constitution of Texas by adding to Article V a new section, to be numbered Section 18a, providing for an election to require division of a county into commissioners precincts on the basis of population, providing for a Board to make such division in the event the commissioners court fails to do so, and making other provision relative thereto.
