Proposing an amendment to the Constitution of the State of Texas by repealing Section 48a, Article III of the Constitution of the State of Texas, and substituting therefor a new section 48a, authorizing needed changes in and revision of the Teacher Retirement System of Texas, providing for the necessary election, form of ballot, proclamation, and publication, and making an appropriation to defray the necessary expenses of proclamation, publication, and holding the election.
