Relating to amending Statutes by providing that the term "waste" as therein defined shall include economic waste, and providing that the failure of the owners of the working interest in any gas well to permit the owner of the royalty or other minority interest owner to receive, free of cost, at the wellhead, his portion of the gas, or any part thereof, that such owner desired to take at the wellhead for use as fuel for irrigation and agricultural purposes.
