Relating to amending the Uniform Traffic Code by providing that any one who drives a motor vehicle in willful disregard of one's own safety or the rights and safety of others in driving at such a speed as to endanger others or obstruct traffic, or failing to control speed of vehicles at intersections to avoid striking other vehicles, persons or fixed objects, etc, shall be guilty of reckless driving.
