Relating to authorizing the Board of Directors of the Agricultural and Mechanical College of Texas to lease at public auction for oil, gas, sulphur, mineral ore, and other mineral development all lands used as experimental stations and all other lands under its exclusive control; providing for the "Agricultural and Mechanical College of Texas Special Mineral Fund" and the manner it is to be administered; providing penalty for delay in drilling.
