Relating to amending statutes relating to venue of civil suits, fixing the venue of suits based upon crime or trespass so as to except from its provisions actions based upon negligence, and by fixing the venue of suits based upon negligence and stating the facts necessary to sustain venue in a county other than the county of defendant's residence.
