Relating to amending certain Acts by requiring the Department to use permanent identification numbers instead of motor numbers as the major identification of motor vehicles, at such time as the permanent identification number is universally adopted as the major identification of a motor vehicle by Motor Vehicle Manufacturers; providing for Texas license number to be shown.
