Relating to making an appropriation out of any funds of the State of Texas available, the sum of Three Million, Five Hundred Thousand Dollars ($3,500,000.00) to the University of Texas for the use and benefit of the Southwestern Medical School at Dallas, Texas, to be used only for new buildings as the Board of Regents of the University of Texas might direct.
