Relating to prohibiting the payment of salaries and compensation of Public Relations Officers or employees under such title and scope of employment by whatever name or title such employees may be known, out of the General School Fund and tax money in support of Schools, Colleges and Universities in this State by the Schools, Colleges and Universities, their officers and employees.
