Relating to amending the Texas Liquor Control Act by providing for the cancellation or suspension or Retail Dealer's Off-Premise License or Retail Dealer's On-Premise License if the holder thereof purchases beer or the containers or original packages in which the same is contained or packaged except for cash paid therefor on or before the delivery thereof.
