Relating to making it unlawful for any person, firm or corporation to slaughter any horse in this State without first registering with the State Health Department; prescribing registration fees; requiring the denaturization of horse meat; prescribing the denaturant and the amount thereof to be used in certain instances; authorizing the promulgation of certain rules and regulations by the State Health Department.
