Relating to authorizing counties having a population in excess of 500,000 inhabitants according to the last preceding Federal Census to impound dumb animals running at large and mistreated or neglected animals; to create and maintain shelters for such impounded animals; authorizing the creation of the office of County Humane Officer and providing for the duties and compensation of such officer; providing for the sale of impounded animals and disposition of the proceeds of such sales; providing for the redemption of impounded animals; providing for the destruction of impounded animals; authorizing the fixing of fees for poundage.
