Relating to authorizing the Board for Texas State Hospitals and Special Schools to relocate, in whole or in part, but within the boundaries of the counties wherein the same are presently located, the State Hospitals and Special Schools under their jurisdiction; to acquire by gift, purchase or condemnation the land and to let bids and contract for the improvement, required by such relocated State Hospital or Special School.
