Relating to preventing unreasonable and unlawful practices by arresting and committing officers in connection with arrests and commitments to jail; stating the purpose of this Act, defining certain terms; providing for observers; providing for notice of intention to observe; providing for issuance of observer's certificates by county judges and mayors of incorporated cities and towns; providing penalties for violation of, or failure or refusal to comply with, the provisions of this Act.
