Relating to releasing penalties and interest on all State ad valorem taxes that were delinquent on or before the effective date of this Act, or which may become delinquent on or before February 1, 1951 provided same are voluntarily paid within the three year period immediately following the effective date of this Act; suspending all laws or parts of laws in conflict with the provisions of this Act during the term of this Act, insofar as same are in conflict with he provisions hereof; providing a severability clause.
