Proposing an Amendment to Article VII of the Constitution of the State of Texas so as to transfer out of the Confederate Pension Fund surplus the sum of $2,750,000.00 to a fund to be known as the State Permanent Building Fund for the purpose of constructing and equipping a state office building adjoining the State Capitol grounds as a memorial to the Confederate soldiers of Texas; providing for the necessary election, form of ballot, proclamation, and publication.
